This is really rare, a PRE 1899 MANNLICHER M1895 Infantry Rifle made at . W. G. STEYR in Austria! The vast majority of these Carbines were made in the 1900's and are therefore POST 1898 and require an FFL. This example however is is clearly dated 1896 on the receiver!
